You Asked We Answer
What is the difference between Bylaws and Standing Rules? Do club members have to follow Standing Rules?
The key differences between bylaws and standing rules relate to scope and effect. The parliamentary procedure guide “Robert’s Rules of Order” explains that bylaws should include all the rules that are of such importance that they cannot be changed in any way without previous notice,” while standing rules “should contain only such rules as may be adopted without previous notice by a majority vote at any business meeting. At the core, bylaws are designed to be overarching and procedural, while standing rules are specific and administrative.
Federation Bylaws can only be amended with written notice and by a majority of those members present and voting. Our Standing Rules can be amended by a majority vote of the Board of Directors.
Bylaws and standing rules are interrelated; however, provisions in the bylaws always supersede any standing rule that may be adopted. Yes, we all have to follow the Bylaws and Standing Rules.
GFWC Holiday Open House December 6
We ARE going to GFWC for the Holiday Open House. There are a few seats left on the bus. If you’ve never been to GFWC Headquarters, this is a wonderful opportunity to see your Federation home in Washington DC all decorated for the holidays. During this administration, each state has been asked to donate a village piece to be displayed. Come and see all of the village pieces donated from each state throughout our historic home. Contact Annette Bortone 201-873-1913 to make a reservation for the bus. There will be 3 pick up locations in NJ.
